Agencies present their 2027 operating budgets and alders question them. This is the primary public forum for the oversight-funding fight. Precedent: in August the committee demanded a full itemized accounting of every Ruiz-incident cost before releasing $28,500 to the OIM — while MPD's budget growth faced no such hurdle. Expect the OIM and any PCOB request to be forced to justify line by line.

Second hearing day. Public comment is registered in advance through the City's meeting registration link — members who want to speak on police and oversight dollars must register ahead of time, either to speak or to register support/opposition on an item.

A regular Council session — not a budget hearing on the City's official calendar, but it lands mid-cycle: Finance publishes its budget amendments Oct 23, and alders file Council amendments Oct 27–Nov 4. What gets raised here shapes what survives to November.

Finance's final vote on the 2027 operating budget amendments. Any oversight-funding language lives or dies here. Alders filed by Wed, Oct 21 at 12 PM; Finance publishes by Fri, Oct 23 at 1 PM. After this, everything goes to the full Council.

The vote. Public testimony and deliberations on the capital and operating budgets; the Council adopts the 2027 budget and authorizes the property tax levy. Council amendments were filed by Nov 4 at 12 PM and published Nov 6 at 1 PM — they are public before this meeting, so we know exactly what is on the table going in. In 2025 the adoption resolution passed on the first night.
