The vote. Public testimony and deliberations on the capital and operating budgets; the Council adopts the 2027 budget and authorizes the property tax levy. Council amendments were filed by Nov 4 at 12 PM and published Nov 6 at 1 PM — they are public before this meeting, so we know exactly what is on the table going in. In 2025 the adoption resolution passed on the first night.

Conditional continuation — the Council reconvenes if Day 1 does not finish. The Council may recess and reconvene the following evening.

Third conditional night — the outer limit of the budget process. After this, the 2027 budget is final.
